PBE Essence Reaver Changes (For some reason PBE boards won't load)

I like the direction that Essence Reaver is going, less of an adc item and more of a bruiser item, but I feel like it could be turned into a true bruiser item if it restored something like 1% of missing health on hit and gave health instead of mana. Now of course stats would need to be moved around but I feel like bruisers need something like this.
