TULU, THE TAILLESS SIREN

Lore

Tulu was a young woman brutally slaughtered by the hands of the man she were to marry due to a mysterious individual with a grudge against her father offering him a good amount of money for her life. Her deceased body was dumped carelessly into the depths. As the unfortunate woman had no legs as a mortal, she lacked a tail in her afterlife, which she soon find out will not be as peaceful. Forever doomed to feed on the souls of the ill-fated men she seduced and dragged into the depths along with her, she will eternally roam the murky waters of Bilgewater in the search of her murderer.

She appears to be a young woman with long black hair, a crown made of seaweed and rusting parts of sunken ships seated atop her head. Her skin complexion is of a horrendously fading light blue color with decaying flesh patched up by thick layers of scales. Rows of rotten razor sharp teeth like those of a shark's are lined up in her mouth, keen claws emerging from what were once the tips of her fingers. She possesses milky white eyes and multiple scars on her body. Scales cover her breasts and the end of her torso.

Tulu is an artillery support mage which in some instances can be played in the middle lane.

Strengths & Weaknesses

Tulu is relatively weak early in the game. Even her least damaging abilities, such as Deep Terror, have a long cooldown. When she uses all of her abilities in a battle, she will have to wait a long time to unleash another attack, giving the enemy champion a chance to burst her down. Whirpool of The Damned is the primary ability she uses to shield herself from oncoming damage, but it takes up a lot of mana and has a long cooldown so if she attempts to use it too early in the game, even a champion with abilities which deal little damage could easily kill her. She is very vunerable to any AOE damage, as she often seeks protection in the champions surrounding her.

She may be the weakest champion in the team in the beginning, but later on she can wreck havoc upon any jungle champion that tries to gank. Abilities such as Horror Waves may not deal a good amount of damage, but slow down enemies and grant her vision for 5 seconds upon being casted, so she could spot anyone hiding in the grass and attack them. Her ultimate isn't as strong in the beginning, but when she is fully built it can knock multiple enemies airborne and deal AOE damage to them. Her movement speed gradually improves overtime, and by the end she may be able to outrun three champions at once depending on her level.

Abilities

PASSIVE: Aquatic Wrath

Upon going on a killing spree, she gains a 165% movement speed that lasts 5 seconds unless damage is dealt to the closest enemy champion or turret. If further damage is dealt, her attack speed improves by 20% in total.

Q: Deep Terror

ACTIVE: Deep Terror is an active spell that causes a watery sinkhole to appear beneath Tulu, teleporting her to the closest target's location within the spell's range and dealing damage to it.

She is unable to attack for 2 seconds after it being casted and her movement speed is slown down by 120% for a short period of time. To make the best use of it, her ultimate should not be under cooldown during the cast.

MANA COST: 40 / 60 / 100

COOLDOWN: 12 / 14 / 18 / 20.3

W: Whirpool of The Damned

ACTIVE: Whirpool of The Damned infects area for 7 seconds, stunning enemy champions who stand on top of it and causing them to take damage every half second.

Tulu mostly relies on crowd control, so if an enemy champion is immune to this ability she should not be caught with Horror Waves or her ultimate under cooldown.

MANA COST: 90 / 100 / 110 / 120

COOLDOWN: 10 / 20 / 25

E: Horror Waves

ACTIVE: Tulu launches a set of murky waves at the enemy target dealing magic damage for 1.74 seconds. It slows down enemies and grants her true sight for 5 seconds.

If she misses the first time, it will be critical for her if all her other abilities are on cooldown or if she has little to no mana, as Tulu mostly relies on dealing damage with Horror Waves and Deep Terror afterward.

MANA COST: 20 / 40 / 80

COOLDOWN: 8 / 10.4 / 12

Siren's Shriek

ACTIVE: Tulu releases a ranged high-pitched shriek that knocks enemies around her airborne and deals magic damage to them.

It can be used in combination with Deep Terror and Whirpool of The Damned if Tulu really wants to land herself a kill.

MANA COST: 270

COOLDOWN: 100 / 120 / 140

Her passive activates upon killing spree? As in, she gets movement speed for 5 seconds after her second kill (and subsequent ones) without dying? That seems like a very restrictive limitation, especially since it only gives 13% attack speed.

In any case, a lot of the effects and numbers seem arbitrary. Why does she have 497 range instead of 500? Why would her ultimate cost 278 mana exactly? Also, it's unheard of for an ability's cooldown to increase with rank. I also have to ask: what's the intended purpose of this champion? To be a carry mage? a marksman? Her kit seems really unfocused as is.

Her Q teleports her within range of an enemy, but prevents her from attacking and slows her? Why would any squishy carry want an ability like this? It seems better suited for an engage tank: you can blink onto a target and lock them down, but to compensate, you're slowed so that you can't catch up as easily if you get disengaged. Even then, it's basically a Maokai W with severe downsides. (You haven't specified the range, however.)

Unless you misphrased the explanation, her W only damages targets that are stunned, which would mean she relies heavily on teammates, as she doesn't appear to have any crowd control abilities herself, excluding her ultimate.

To sum it up, her Q completely goes against (what I assume is) her intended role; she can only use her W in combination with R if she's by herself; and she seems to rely on ability damage, but has an attack speed passive.
