Divin the Summoned Summoner (Feedback appreciated)

This is an idea for a champion I've had. I will update him later with his lore. I've refined him a little trying to cut down on his overpowered abilities. I've based his abilities descriptions and on several different champions. The format I used is the one used on the League of Legends champions page. The Idea is to use your R to empower your Q in early game. Followed by W to apply another stack of Clinging Distortion.

Abilities:

Passive: With Time Comes Power Every 5 minutes Divin’s abilities grow stronger by 1 second. (Max 4 seconds.) His basic attack extends Clinging Distortion by 0.5 seconds per hit.(Max 1 seconds per enemy)

Q: Clinging Distortion (Skill Shot) Cost: X Range: X Cool Down: X

Divin fires a ball of clinging distorted space that does damage over time.

Divin fires a distorted space shot that deals X/X/X/X/X (+X% Ability Power) Magic Damage and applies Clinging Distortion to the target for 1 second. Clinging Distortion deals magic damage equal to 1/1.5/2/2.5/3% (+[X% Ability Power]%) of the target's maximum Health per stack, per second. (Max 3 stacks) (Max: X total damage vs Monsters).

W: Spatial Distortions (AoE) Cost: X Range: X Cool Down: X

Divin teleports to the target area distorting space in an area dealing damage and slowing those around him. (If his power has grown enough it stuns as well.)

Divin teleports to a target area nearby and distorts the space around him dealing X/X/X/X/X (+X% Ability Power) magic damage, slows enemies by 20/30/40/50/60% for 1 second, and stuns enemies for -2/-1/0/1/2 seconds. (stun max 3 seconds.) Applies 1 stack of Clinging Distortion,(if you have your Q.)

E: Mirrored Space (Self Shield) Cost: X Range: Self Cooldown: X

Divin surrounds himself with a distortion shield reflecting half of an ability back at his enemy.

Divin creates a shield of distorted space and time for 1 second, reflecting half of any ability cast on him during the shield. (This reflection does not effect true damage or stuns.)

R: With Power Comes Time (Ability Booster) Cost: No Cost Range: Self Cooldown: X

Divin focuses great power into one of his abilities, increasing it’s time effects.

Divin focuses his power into increasing his abilites time related effects by 3 seconds. (This abilites drops by 1 second every 10 minutes.) (minimum 1 second)
