Bring back the old Ryze with some changes

There's no question Ryze has been in a pretty bad spot for a few patches now. These bad times make me think back to the last ryze, the real machine gun mage. The crazy plays you could make with him was the reason I started maining ryze. I think he can be brought back if the problems that he had(the point and click permaroot) are fixed. Maybe make the root a skill shot with a fast travel time and a shorter cool down? Maybe make the q targeted to compensate? I think with a few changes ryze will be just fine. The new one is a lot more problematic. His ult is op is competitive play while being borderline useless in normal play. He's currently at a 40% winrate, and I don't remember the old ryze getting that low. So overall, get rid of the new ryze(keep the new model and animations) and bring back the old one!!
