It’s his magical gauntlet
There is a magical gauntlet on Ezreal's left arm. It can manifest an arm crossbow made out of energy that shoots energy projectiles of varying effects. It's also the gauntlet that grants Ezreal the ability to teleport.

Ezreal himself is not a magic user. All of his supernatural abilities come from his magical gauntlet that he found/stole from a ruin/tomb, which he uses by applying his advanced knowledge in hextech technology.
