You should be able to remove champions from your pool, not refund them, but just remove them. The reason for this is because I get too many champions on ARAM that I don't know how to play or don't like playing but own because I wanted to try them out. I'm not asking for an IP refund or anything like that, I just want to be able to remove champions that I own but never play.
You can submit a Support Ticket and request they remove any content you no longer want (this even includes specific Ranked rewards like a border).
Lol, or keep them for when someday you play with a team of people and trading champions becomes useful.
Why, instead of buying them to just try them out you could've just waited for them to be free to play during the free to play rotations? Also, just because you buy a champion don't blame aram or riot if you haven't learned how to use it.
