My champion: Name Undetermined, the Cyborg

Hello. I have an awesome idea for a champion in League of Legends. He should be a cyborg-kinda jungle toplaner, which has the roles Mage/Tank. I haven't comen up with a style for him, but I have the abilities ready! Feel free to tweak around and change them of course, because this is just an idea! So here's the abilities:

Passive: Power Suit

Instead of mana, Undetermined has Power. For every 100 Power that Undetermied has, he get maximum Health. This is not just maximum Power, but the current Power that you have available. Example if the scaling is 1:10, Maximum 350 Power, current Power 230, he get 23 Health.

Passive part 2: Power Fists

When Undetermined has more Power, his basic attacks deal more Magic Damage and knocks non-champions back. Example if his current Power is 200: his basic attacks deal 10 bonus magic damage, I think that the scaling should be 1:20.

Q: Shocking Blast

Undetermined fires a blast in a straight line, dealing Magic Damage and Shocks the target for 1 second. Shocked enemies is slowed, silenced, and Undetermined deals more damage with his next attack to a target that has been Shocked. The mark lasts 4 seconds. (Like Lux's passive)

W: Power Drain

Pulls out his energy in a cone in front of Undetermined, deals magic damage and steals some Health for every target hit. Then pulls in his energy again, gaining some Power for each champion that is hit.

E: Power Jump

Undetermined jumps to target location, with his power boots, dealing AoE magic damage around him. If the target location is unpassable terrain or a fallen turret, he jumps onto it for 1 second, becoming immune from melee attacks. If he reactivates Power Jump he jumps down, dealing AoE magic damage around him. If he don't reactivate it, he simply hops down and doesn't deal any damage.

R: Shocking Jumps

Jumps into the air 3 times, dealing AoE magic damage around him for every time he lands, with the 3rd time shocking enemies for 2 seconds and slightly knocks them into the air. The shock is the same as on his Q: Shocking Blast.
