An idea for late afker's

In league, at least in my rank range, i feel it is important to play the game to the very end. I have had games that look like complete steam rolls turn around many of times. This is why I find it very important not to beat someone down to much over losing early and not to rage quit or sit in base. I have a couple suggestions to help stop this that I think might help but would like to get some feedback first in case I am missing something obvious. This is only for solo que and not team.

Doing nothing but still actually there: A timer should start when you are standing anywhere for to long that prompts you to prove you are not afk. After being prompted a certain amount of times it counts you as afk giving the team the same prompt as if it was the beginning of the game when someone goes afk. Now this timer may need to be adjusted depending where you are on the map. The timer prompt to check if you are afk should go away with a simply mouse movement as to not hinder someone who isn't actually afk. in the fountain if you are full health and do not leave the area for a certain amount of time the same prompt will come up (for those who just run circles in it.) The prompt to surrender from this will also allow for yes and no so that if someone you think may return it gives them a chance to return. The prompt to surrender will be available again after a time frame.

Players who actually left It should have the same prompt as an early afk after a certain amount of time. When players have left late game it usually ruins any chance for the team to come back or get that win that was probably about to happen, but if you add in the yes or no feature your team can make the choice if you can still win the game without that person or even if you think they might return. The prompt to surrender will be available again after a time frame.

What happens LP wise Why should everyone suffer on the team who had an someone go afk. Its not their fault (okay maybe flaming, but we all have the mute button.) Why should the other team not get their LP because someone went afk when they were winning. What about the person who did go afk? shouldn't they get worse treatment for leaving their team behind? Let's start with the other team. The enemy team did nothing wrong and will probably end up winning anyways if people vote that someone is afk, so they should get full LP like normal. Next the team who has the person who went afk but not the afk person themselves. They are probably going to end up losing if everyone votes the person afk, so rather then lose LP it nulls out the LP for them. If they vote to keep playing with the person who went afk and lose the game everything stays as normal rules. For the person who went afk they should lose LP in all circumstances unless they return and their team win. I understand things out of their control could have happened but that means they were going to lose LP anyways. Leave buster should get a strike for any of the outcomes unless a player returns and their team wins. (basically no harm no foul.)

Abuse of the system

Abusing this system seems difficult to me but that's one of the reasons I am posting. If someone is boosting someone else even if it were a smurf and kept afking so they wouldn't lose LP might be an issue but wouldn't occur a crazy amount. Leave buster would soon ban the account, they would have to keep leveling accounts to 30 just to get them through bronze, then have to level accounts up the rank scale. Although this is possible I think it may be unlikely, It would probably be easier to just take the losses.

Not a complete fix just a help I understand that people could just walk around them map instead of sitting in base but this makes it a little harder without being at risk of lowering your stats. It also removes that "safe space" for you to go and do nothing that sit in the back of peoples mind.
