A NEW CHAMPION IDEA

So I was looking through champ abilities, and builds, and I noticed Z' Rot Portal as well as Banner of Command . I kind of came up with a Champ Idea. A champion that gives buffs to his minion waves while he's near them. Or that buffs at least one of them. Here was my thought. The Character has a damaging Ability let's say (Q). A wall (W). Like Anivia or Azir , Then an ability to select a minion/ minion wave AOE to buff (E). Their Passive giving them more power to their E every time they kill with their (Q). Then the Ultimate I feel could bend between a speed boost like Sivir's or a more powerful version of the Champ's (E). Or maybe a little RIOT flare from the developers. See, I was thinking that this would be a very passive champ in lane and would make last hitting minions of the utmost importance to this character. Since, they really only have one consistent source of damage away from minions, the champ might come into difficulties with abusive lanes. However, if the enemy team isn't careful, they might have a minion or minion wave that they don't know how to deal with. Winions. The wall could be used to help direct team fights, and help with minion waves, should you want to keep the minion waves in closer succession. Or even just as a way to avoid the Jungler. The E, is probably the most important part of this Champ's kit. I only say, it shouldn't be the Ultimate, because that would put this champ at an extreme disadvantage not only while it's on cooldown, but also in early game. So having the ability to sit behind a minion wave and actually feel like you're in control of your minions might be a fun concept for players. I am not sure, whether or not it buffing a single minion EX Cannon Minion would be such a great idea, taking Banner of Command , and this ability into account, the single minion might just be either too powerful or too weak. I feel it would be best if an AOE around the Champ would be how it plays. I look at Banner of Command and Z'Rot and this champ idea and see a great Split Pusher. If this champ were to build either of these items preferably both, they could certainly take a tower alone, or fend off invaders from taking a tower. Unless they want to dive for it. I imagine Nasus and this champion might even have a rivalry.
