Unforunately the skins will never be re-released.
In fact there was only one other time where riot "considered" re-releasing the skins but the community preferred they were kept off limits based on the survey because they would lose vintage for those who earned those skins originally. The compromise even went as far as to let original owners get chromas of the victorious skins and it still was put down.
As much as I would love victorious Elise since its the only skin I don't own and I have 1.5 mil points on her and reached diamond 5, and getting a victorious skin for anything else feels really awful when Elise exist, I accepted it won't ever be available.
Personally I think riot could've just gave us the option to obtain previous skins and give past users the legacy border treatment riven had (which is vintage of its own), it would at least break the spell of us missing out on customization for our beloved champions. It feels more shit when a victorious skin is released than when a champ never gets one since you know there's a whole playerbase who will have an empty void of that champion now and in the future. I don't even use victorious maokai all the time when I play maokai cause it feels like a dick move knowing how awful I feel whenever somebody does use victorious elise and taunts me just by having it, personal first world problems but still.
But rant over, I don't believe riot will ever do such a thing. Not unless they're desperately trying to promote a new system (which I hoped ranked based missions could've helped with).
I will say, the value of victorious skins isn't what they used to be. Getting gold isn't too hard if you apply yourself hard enough, us in plat+ basically get them free just by doing placements, all we're awarded for is the wait. A lot of people that own victorious skins bought their accounts as a "work around" to not owning them, so its hard to be amazed whenever you do see them since you never know nowadays.
