I am curious, because I am unable to gift myself anymore... I get the error "gift pool is not large enough" because I own most of the skins.. Did you guys never send me one because of this exact same issue? I suppose if it's all automated, I could see how it would cause a hick up in the system...

Actually, you probably have more than 10 available as some are not able to be shown because it might be legacy, or unavailable at the moment.
I'm gonna be entirely honest here, that's a lot of wasted money.

The thing is that some of the skins you still need to get might be too cheap for a mystery gift,since the mystery gift can't give you skins below a certain price class(so no 390-skins and I dunno if 520 skins are possible too)

If those are the only available skins you don't own you can't gift to yourself. It's like the message said, there are too few skins to pick from.
That probably is the reason why you never got a free mystery skin as well.
