To be honest, most of Ashe's skins do this. Amethyst has, well, amethyst coloured particles; Sherwood Forest, Woad and Freljord give respectively green, blue-ish and white particles instead of the light blue default ones. Another example is Cryocore Brand, whose abilities turn light blue. Frostfire Annie has a similar effect. The list goes on...but as can you see it is not just 1350+ rp skins (Ghost Bride and Exiled Morgana are 975 fir example :) )
