Ashe is garbage. Let's change her.

Passive: Riot I will let you change this accordingly with the following ability changes, but her current passive is just terrible awful bad.

Q: Plain and simple Ashe needs more damage from abilities. Let's change this to an active that lasts for x amount of time (say 5 seconds or something balanced). During this time her auto attacks slow target and add increased damage (again something to work with but not too broken). So she is trading her perma slow auto's with increased damage and slows for a short amount of time.

W: This is fine as is.

E: Active: Ashe sends a hawk to land at a nearby area and stay there for ~8 seconds. If Ashe moves towards the hawk she get's a movement speed bonus. Could be a static movespeed bonus OR changing depending how far away from the hawk she is (whatever is most balanced). If she picks up the hawk she reduces the cooldown by 50%. Lets say the cooldown is 24 seconds, reducing it to 12 seconds. Riot you can play around with these numbers to get it to a balanced state. Passive: Doesn't matter, gold per 5, gold per minions kill. Passive doesn't matter.

Ult: Change this from AP to AD damage and to scale with ad damage. Even if the scale is extremely low that's fine but ap just doesnt make any sense.

This is just a concept, none of the numbers are fixed. There is no possible way for me to know what would be balanced and what wouldnt. However the functionality of these abilities is much better to work with. She would be mobility focused. I would play the hell out of this Ashe.

I'm going to complete hijack this thread from you.

Ashe is too dependent on items to do her damage and where she is at she will never reach the DPS of any ADC out there as she has NO passive stat bonuses (because her passive crit doesnt effect anything but the first shot). I like the idea of the change to the W with a small change on it. Her biggest deficits are her passive and her W

Passive: I know we wanted to stay with the Critical aspect of her kit when the remake came around so here are my ideas regarding it.

  Option 1: Start at a base of 5% bonus critical chance, and have it increase to 25% based on level. This will keep her late game feel and stay with the critical aspect of her original kit giving her the option of getting that 100% crit chance late game if she builds for it. (yeah we have all seen it)

  Option 2: Lets take the idea of Talon's E and give her a % increased damage to a target that has its mobility impaired. The percentage can be increased in 2 different ways, per Ashe's level or based on the opponents MS (The slower they go, the more damage your do) This will add to the need of a passive stat gain, as well as tying in with her kit and making her "Q" more than just a slow. This damage will be effected by crits, and has a condition of her q/movement slow so its not free. ( I personally like this one, more flavor, and based most logic around it :D)

Q: I say we keep it, as it is part of what makes Ashe, Ashe. Having this active gives her the requirement for her passive Option 2.

W: Love volley. There is nothing wrong with this skill, though with passive Option 2 we will most likely have to remove the automatic slow on this, so you will have to have q activated.

This is actually an interesting idea. LETS MAKE SOME CHANGES!

Active: Ashe sends a hawk to land in a nearby location revealing the location for 6 sec. Ashe gains a movement speed bonus decreases as she gets closer to the Hawk (this will give it the "get to objective" type feel that I think a ranger should have.) If Ashe retrieves her hawk reduces the cool down by 50% (Wonderful, as this will give something for that LONG CD time it if its used offensively or to gain objectives) As for the Cool down its too low. Lets start it at 60 sec rank 1 and maybe 30 sec rank 5. With this you will achieve that desired 24 sec cool down rank 1 if you retrieve that pesky bird. 

This gives a little more utility to the skill and will create some different scenarios for using it and how to use it, then the current "Lets see whats over there." With the mobility creep this will give Ashe a chance to do something about it without having to throw a dash in her kit.

R: Why is it AP? With all the current changes to champs it needs some type of AD ratio on it, even along side the AP.

I believe these changes will keep Ashe feeling like the Ashe everyone knows, but give her that extra boost she needs to be on level with the other

Not to mention, your changes aren't all that great. I've never had a problem dealing damage with Ashe. She is fine the way she is.
