Runes

So i was thinking about runes.Could it be possible that runes instead of giving just stats enhance a certian part of a champion's kit? eg. landing Caitlyn R isnt as hard as landing her Q.If runes were to give sth like 10% dmg on skillshots(need a fancy word for it) it would add power to those spells which arent p'n'c and it might feel more rewarding.Instead of just giving 10 AD to increase the power of all of her spells which scare with AD she would just have more power of her skillshots.Another example would be Ahri who would have a stronger Q and E,but her W and R would stay the same because it doesnt take that much skill to land those.Folks at riot can think about more aspects of the games which they could add into runes instead of just giving raw stats.

The text is written preety poorly. The idea looked great in my mind.

Yeah cause 10% extra on Ez q wouldnt break the game.

Increasing abilities globally based on any percent when they are specifically designed to have different scaling from offensive statistics would never be balanced.

I really like this idea. It would makes runes much more fun and strategic to use, and much more malleable to your personal playstyle. However, instead of buffing skillshots or on-hits or whatever, why not directly buff the q,w,e and r? There are already 4 types of runes with the fourth being the strongest so why not? So maybe one rune gives decreased cooldown for one ability, one buffs damage, one decreases mana cost, and so on. And also, maybe have each rune give a really small bonus, but remove the limit on the number of each rune you can have (you could have all 30 buffing your ult if you wanted a huge powerspike every minute or so, but you'd be pretty weak the rest of the time. Or if you were gonna be performing one specific combo a lot you could focus on those few abilities).
