Kassadin!

Ok, now hear me out, we all know kassadin can get really tanky. Also at full build his ulti can come to a less than 3.5 sec cooldown. So why dont we make his ultimate a flat ulti cd of 9 seconds at all levels, and let him get the 40% cd reduction at mid to late game. Now please, i know you guys read these, so please consider the idea and do what you can. TY RIOT!
