Riot will indeed be able to give you a small amount of RP one time, but you'll need to request it in a Support Ticket or tweet @RiotSupport. If you do want to post your art on the boards aside from that, you have to upload it somewhere else first such as imgur or gyazo, then post the image URL (you can't directly upload files to the boards).
