Viktor needs some changes......second time posting

Description of what belongs on each board is to the left and down on each respective board. If you're still unsure where your post belongs, Miscellaneous is a safe bet. This particular post would fit in Gameplay.
I feel the main reason he has an item instead of a passive buff is so he is unique and unlike any other champion. When you play Viktor is the only time you have to decide whether to upgrade your augment or buy another item, and that is kinda a cool option in my opinion. :)
I would also say that he actually tends to have more early game options that a lot of his peers. Well he does typically upgrade his own item to at least level 2, he then has a number of choices between upgrading it more or purchasing any number of items that a normal mid laner would get. If you can survive without it you can even choose to forgo the first upgrade in favor of completing another item early, although that's very rarely done.
In short, I'm not sure there's a problem with the item. I don't think it actually restricts the Viktor's options as much as you think it does.
