I'm sorry for the inconvenience this has caused you. Gemstone drop is random. It's not a guarantee that you will get one per Hextech Chest.

Also, thank you for the feedback! We can't pass feedback reports directly to the development team, but I recommend posting to the Boards. The team is always looking at the Boards to get a feel for what parts of the interface players think could be improved.

Hextech annie is meant to be a rare skin. I.e. not a skin you just go out and buy for $10 or $20 like most other skins. The fact that boxes and keys can be purchased at all is a little sad since it necessitates making it so hard to get the gemstones that anyone who doesn't buy them will literally never get the skin unless they get it as a shard.

Nonetheless, there's a reason Riot put a daily purchase limit on the box+key sets. You should have seen after the first set that you weren't getting a gem in every set. This was a PBE feature that was around for testing purposes.
