How does Riot decide which Skins to Implement?

I know the primary factor is for money, but there are other factors as well. With all these skin ideas being posted in this part of the Boards, how does Riot decide which gets to be implemented and which does not?

There's private beta testing where candidates get chosen to vote on concept art for skins and champs, and try out the first iteration of reworks
