Xyla - the Overlord
League of legends doesnt have a champion who uses a whip as their weapon so I kind of thought of a champion who could fill that role? I dont really know how well the numbers work but it seems reasonable enough. I am aware she doesn't have an ability to poke with but I feel her poke would be through her basic attacks as I envision her with 550-575 attack range and she would be played Top primarily which would allow her to outrange her opponents.
As far as her character/lore goes I would like to imagine her as a powerful but cruel leader who has been given this leadership through her bloodline. As she grew up she was thrust into this leadership role and it made her very harsh and cruel. The idea of a whip kind of gives the idea of a master who is very controlling or mean. I feel like this would have to place her as a member of Noxus but it doesn't really matter where shes from.

Passive - Harsh Wounds
Xyla's consecutive basic attacks against the same target increase in damage by 8% each time (maxmimum 40%)
resets when switching to a new target
Enemies who have been afflicted with maxmimum stacks of Harsh Wounds have grievous wounds applied to them for 4 seconds. (refreshed if Xyla damages them)
Q - Crack the Whip!
Range : 1000 units (skillshot)
Xyla snaps her whip out in the traget direction dealing 60/90/120/150/180 (+ 0.65 AD) physical damage to the first target it hits. If the target is a champion they are stunned for 1.25 seconds.
Cost - 60/70/80/90/100 mana Cooldown - 14/13/12/11/10 seconds
**W - Lash Out **
Range : 350 units / 650 units (AoE / Cone)
Xyla spins with her leg stretched out before lashing out with her whip. The spin slows enemies by 75% for 0.75 seconds. The lashing deals 50/75/100/125/150 (+ 0.35 AD) physical damage and applies the same slow again.
Cost - 40/45/50/55/60 mana Cooldown - 12/11.5/11/10.5/10 seconds
E - Haut Vitesse
Range : Self (buff)
Xyla's next basic attack will apply two stacks of Harsh Wounds to its target. Aditionally she gains **40/45/50/55/60 % attack speed **for the next 5 seconds.
**Cost - 40/45/50/55/60 mana Cooldown - 14/13/12/11/10 seconds **
R - Cruel Sovereign
Range : 1250 units (skillshot)
Xyla extends her whip and slams it down dealing 75/125/175 (+ 0.5 AD) physical damage to enemies hit. After a brief delay she drags her whip back dealing 75/150/225 (+ 0.75 AD) physical damage to enemies still in range as well as dragging them 200 units in her direction.
