not all legendary skins are 1820 if you look at the store under legendary you will see primetime draven and surprised party fiddle they are permanently reduced to 975

they are permanently at 1820

if for some reason any Legendary skin /does/ get reduced due to standard of quality, everyone who bought it is refunded the difference

hoped Final Form Veigar was 1350 RP

but it does make sense given all the work they put on the skin
