The new Bilgewater jungler! (my own champion idea)

Ok so personally I enjoy Bilgewater and its champions and I would love to see another jungler other than graves to come out of Bilgewater, so I came up with one. (this is my first time making up a champion so sorry if it sucks or its overpowered) I thought a jungler based on a bilgewater slaughter fleet member would be cool. For his basic attack he just swings a sword/cutlass For his passive I came up with Butcher Shop Profit. what this does is when he kills a minion or large monster, he gains 20-40% extra gold from that kill based on his level. Now I'm going to start off his abilities with his e because it effects his q and w. His E, Feeding Frenzy, throws out a piece of chum and after 1 second, in a circle, a group of sharks start to fight over this. Enemy champions take dps (so its sorta like a morgana w) and a minor slow. It has a larger range and more dps the more you level up the skill. His Q, Net Shot, is a skill shot throws out a net at your enemy slowing them. If throw at an enemy in the frenzy, it will instead stun them. His w, Wharf Rats, summons up to 2 wharf rats at a time that have their hp decay over time. In a frenzy the wharf rats will gain attack speed. The rats will gain more health and damage the more you level up the skill Now, his ultimate ability is Fire the Harpoon! This is a toggle ability that switches out his cutlass for a harpoon gun, granting him ranged attacks, bonus attack speed, and extra damage, but at the cost of a fair bit of mana per attack. Ok guys so I will think of some numbers for his abilities later but for now this what I have. I hope you like the champion I came up with! I'll try to come up with some more is he does well. (also please leave a comment for a name cause I'm sorta stumped :P)
