Concept for an melee AA based poke mage
Concept:
My idea is based around the concept of a mage which spends laning phase poking and harassing with spells but is heavily reliant mid/late game on melee AA based damage. His spells have decent base damages but a weaker scaling, not including his ult, until you reach full stacks, where the spell's damage is increased. Before then, you are reliant on melee AA for your damage.

Abilities:
Passive - Auto attacks do not scale with ad, but instead gain damage and speed using stacks from this passive. Deal damage based on stacks (max 500) gained by killing a minion (1 stack) and hitting an enemy with a spell (3 stacks). At max stacks, Q, W, E abilities deal increased damage.
Q - Shoots a lightning projectile in a straight line, explodes on contact and hits targets remaining in its area 3 more times. Can only stack passive on a single champion with one of the hits, but can stack on multiple within the area of effect.
W - Melee ranged snare, lasts around 2 seconds and heals the caster based on AP. Does minimal damage in return for the utility.
E - The caster leaps into the air and fires a bolt of energy at the ground, dealing a large amount of damage where they were standing. Upon ladning, deals decreased damage in that area. Can only stack passive on a single champion with one of the hits. Holds 2 charges, but has a shortened cooldown in between casts if you land on a target with the the landing first cast.
R - Not sure how to describe this too well, but think of a large Viktor E. Drag it from casting point and it functions like Vik's lazer, dealing a large ammount of damage. Has a channel time as it is casted. After being casted, the AOE will erupt 6 more times over 3 seconds (once every .5 seconds) and the damage will increase every time.
Recommended Lane: Mid or Top
Mid lane has an easy short, straight lane for poking, but most other AP casters may dominate you. (Xerath pls) Top lane gives an easy time against the melee meta, easy poke for stacks, but they will tank most of your damage during laning.
Recommended Items:
(Start with either a Doran's Ring and Health Pots or Crystaline Flask and Health Pots)
Archangels Staff - Allows easy ability spamming which is necessary for the mid/late power spike.
Morellonomicon or Athene's - CDR, AP, mana regen. Perfect item for poking in lane.
Lich Bane - The spell blade passive combined with passive damage allows for good burst.
Nashor's Tooth - Good for duels. Gives extra attack speed and on hit magic damage. Perfect for when you are not ahead on stacks.
Rabadons Deathcap - All around good item for magic damage.
Zhonya's Hourglass - Good safety item when against ad champions. Active good for when you are caught without a charge on E.
Abyssal Scepter - Good safety item when against ap champions.
Void Staff - A good buy when ahead, increases magic damage greatly.
Sorcery Boots - Magic penetration, good like any other ap caster.
Tips:

Keep safe in lane and poke with your Q whenever you get the chance to quickly begin getting stacks. Focus on farming over kills to gain your passive power spikes earlier in the game.

Avoid fighting on your own as much, have your jungler nearby when engaging during laning phase and make sure you have assistance when roaming.

Though laning is a challenge, the utility provided by your W allows for strong early roaming ganks, as well as mobility from E, even when your early damage is lacking.

AOE damage from Q and R make mid game team fights in the jungle strong. At this point you will have accumulated enough damage to hold your own against lone targets.

When you get to the late game, you will be a force to be reckoned with. At max stacks and full build, you gain a large boost in burst and dueling potential.

R is most effective in team fights, especially in straight or narrow areas like mid lane or jungle paths.

It is smart to use W on a target within the AOE of R. This keeps them locked down to deal more damage over time.

Locking someone down with W allows for easy damage with all hits of Q.

A good combo for burst late game is to E onto a target, AA (sheen proc), W, Q, and (if they aren't dead already) AA until you can easily finish them with a the second charge on E (deals increased damage from position casted from E (also provides an escape).
-When jumped on early game, use W to snare the target on top of you (healing back the lost health) and E away.
