Gavel, the Judge, Jury, and Executioner. (Champion Concept)

Name: Gavel **Title: **Judge, Jury, Executioner. Nation: Noxus Role: Juggernaut/Support/Tank Basic Attack Type: Melee

Abilities:

Passive - The Court Passively, an area around Gavel is considered The Court. While in The Court, allies and enemies are judged based on what they do within it. Putting points into Gavel's ultimate "Death Sentence" increases The Court's effective radius by 33%. For every 1000 maximum HP, The Court's effective radius will increase by 10%.

When enemies deal damage to Gavel and allied champions while both are within The Court, they will gain stacks of Judgement. When Gavel and allies deal damage to enemy champions while they are both within The Court, they will gain stacks of Justice. At 100 stacks of Judgement, enemies will take damage equal to 10% of Gavel's maximum HP as magic damage. At 100 stacks of Justice, allies will be healed equal to 10% of Gavel's maximum HP upon receiving fatal damage. These stacks will persist until 100 is reached or Gavel dies. After receiving the effect of either Judgement or Justice, the same character cannot receive more stacks for 10 seconds.

Q - Edict Gavel reads an edict, slowing and damaging enemies within a target cone as Magic Damage. The range of this ability is equal to that of the radius of The Court and starts in the center of The Court towards the outer edges. This ability is channeled for up to 5 seconds and can be interrupted by hard crowd control. Moving will also cancel the ability. May be used while Gavel is outside of The Court.

W - Order! After 3 seconds, all enemy champions inside of The Court are rooted for a short duration. Additionally, all enemies affected are turned to face Gavel for the duration of the root. The root duration is increased by a small amount for each allied champion within The Court at the end of the 3 second wind-up. May be used while Gavel is outside of The Court.

E - Recess (Toggle) This ability can be toggled on and off, and consumes a small amount of mana while toggled on. Gavel sets The Court to be in recess, causing his The Court aura to stay in place no matter the range Gavel moves away from it until it is toggled back off.

R - Death Sentence Gavel sentences his enemies to death, causing all enemies within The Court to rapidly gain stacks of Judgement with an increased capacity of 1000. If an enemy reaches 1000 stacks of Judgement while Death Sentence is under effect, they will take damage equal to 100% of Gavel's maximum HP. If an enemy has under 1000 stacks of Judgement by the end of Death Sentence, they will take that much percent of Gavel's max HP as damage. If an enemy moves outside of The Court, they will not receive stacks of Judgement and will instead take the normal Judgement 100 stack damage at the end of Death Sentence. The Court will change colors to indicate that Death Sentence is active. May only be used while Gavel is inside of The Court.

How to play him:

Keep enemies inside of your Court as often as possible to be the most effective, but don't go crazy. If you're too risky with keeping enemies close, you just may die before you can even get the first 100 stacks of Judgement on them. The same goes for not being risky enough, as you'll die before you can effectively do anything to them.

Gavel's Q ability, Edict, is his main damage ability and can be used to keep enemies within his Court to take Judgement damage. This ability can be used outside of The Court at any range, but will only affect an area inside of The Court.

Gavel's W ability, Order!, is the go to ability for Gavel to keep enemies within his Court. This root increases duration based on the number of allies he has in his Court, and those who are affected are forced to look towards whim which can be useful for allies such as Cassiopea.

After getting his E ability, Recess, Gavel becomes more flexible. He can now control where his Court is by moving to a position and toggling on Recess, while being able to move somewhere else. This can be used in many ways, such as using it to block off a corridor so that enemies cannot pass without taking unavoidable damage, or providing a safety net to allies within it while Gavel does his own thing. Gavel's abilities only affect those who are inside of his Court, so while he is out of it he is vulnerable.

Gavel's ultimate ability, Death Sentence, has the ability to possibly instantly kill most champions who do not have as much maximum health as he does if they act carelessly while it is active. This ability is not only deadly, but also a very good zoning tool, controlling the tide of a battle. Use this to execute enemies and keep them where you want them. Also note, that this ability can only be used while Gavel is inside of The Court, but does not end if he leaves The Court.

It's very inventive. I would recommend adding some specific numbers like damage, cooldown, costs to your ability details. For example, the Q says magic damage but doesn't say how much. What kind of overall damage output can he provide? What items does he scale with?
