New Champion Concept: Serphan, the Voice of the People
Aight, so, here's a thing: I'm not gonna pretend I know the proper scaling to balance a champion, so I'ma give the general idea of what I want each ability to do. Serphan is supposed to be a top lane tank who focuses on destroying the base--Most champions seem based on killing players, and not many tanks have anything to actually help in a siege.. Probably a bad idea but hey, maybe people will like it.
NOTE: After comments, I'ma edit a bit of his stats.
Melee champion.
Passive: Tear Them Down: When attacking a structure, Serphan's auto attacks become ranged and he gets a bonus to his AD.
Q: Rebellion: Serphan picks one enemy minion, and it becomes an allied minion. He is awarded full gold and half experience, while his enemies are awarded no gold and the other half of the experience. If the minion isn't killed by an enemy champion, Serphan gets a permanent stacking armor.
W: March: Serphan dashes in a straight line, gaining a shield for every enemy he hits and dealing damage to them. If the enemy is stunned when he dashes through them, he carries them to his destination.
E: We Must Fight: Serphan channels for a brief period. He can move at full speed while channeling. After channeling, all enemies around him take damage and are stunned. If an allied minion affected by his Rebellion is in the area of effect, it is consumed to deal bonus damage to all nearby enemies and heal Serphan for every enemy hit. (Note: This means they died to a non-enemy champion, and thus give him his stacks.)
R: Stand Tall: Serphan gains resistances and grows in size. While in this state, all nearby allies take reduced structure damage and all of Serphan's autos (even against non structures) gain the effect of his passive. In addition, every level of his ult gives his autos a slight damage over time effect passively.
Lore:
Noxus is known as a warlike nation, and one with brutal, militant efficiency. In places such as Piltover and Demacia, anyone from Noxus is regarded as violent and untrustworthy. But not everyone from Noxus enjoys their own harshness. A group of people, have begun violently protesting their government and beginning to stage an uprising against
and the rest of the Noxian leadership. Countless have died, and while the rebellion seemed to be ending swiftly, a leader stepped forward.
Serphan. No one knows where he came from, or what purpose he serves, but he wears a Noxian military uniform and speaks with conviction and strength. Under his leadership, the rebellion found new strength and pushed back, until it had taken control of a large portion of the city. And then, Serphan vanished.
When he returned, he had a dark glint in his eyes. He seemed to have an almost unnatural strength, and something hollow in his voice. It was said he could turn a man's mind to follow him with but a glare, and many loyal Noxian soldiers began fighting in a near zombified state for the rebels. Serphan himself has no longer become content with being a speaker and a strategist. He now is seen leading the charge as he tries to tear the entire government of Noxus down, by any means necessary.

NOTE: I also want this for another idea-- We haven't had actual human champions a lot recently. Except for Ekko, they've all been mythical monster or creature type things. We need some people. And some people that further the story.
