Skin Return tokens buyable with Influence points. Over the years I've acquired skins that I no longer use because a new cooler skin came out that I just HAD to have. They just sit in the skin select wheel and never get touched. This would allow you to return skins purchased ith Riot Points only. (No skin acquired with chests/shards would be eligible.) Being able to return these skins for the in game Riot Points, allowing you to buy new characters/skins/bundles.

When you spend RP on something, you're permanently unlocking it for that account, not renting it. You don't get to just freely trade it in for something newer and shinier. When you bought that previous skin, you presumably wanted to have it. You presumably were happy to use it all that time. And digital content has no resale value, so it's not like Riot is getting back something they can make more money on later.
