Because honestly, they're one of the two oldest champs in the game. I don't see why they don't deserve their own pool party skins. GP would have orange mojitos (heh) in place of the oranges and TF would have popsicles instead of cards.

GP's ult would be a bunch of water balloons raining down on you while TF's Eye of Sauron would be like a giant beachball (not sure how that would work, but it's the thought that counts)
