Will Riot release Easter skins?

I was thinking about Easter league of legends and wondered if Riot would decide to make skins since I haven't heard of anything as of yet. I decided to see if I could lend any hand in anyway and give an idea. I hope this isn't discarded as a random thing that shouldn't exist. The skin I thought about was a Easter Skarner skin. The reason behind this is that his passive could be decorated eggs spread out that when he captures them, they float out of the ground. My second thought is that his Shockwave around his body could be an egg exploding. Not much more on that though. His Shield could be an egg around his body, protecting him. His blast or W could be an egg, and when he lands the basic attack after it hits an enemy, it could turn them to chocolate. His ultimate could be in the same style, but over the duration it turns them to chocolate. I do not have any ideas on what his model would be as of yet. If anyone else has an idea of what it should be, I hope they will post on this discussion. I also hope this isn't discarded and my idea is used.
