If we increase by a lot kog maw's ap on is W, he would be the first real marksman ap carry in the bot lane. Right now he isn't really played and its would be fun to see him a little bit more in the preseason.

With a few number work he would be the first real pure APC to be played bot lane.
But do the Kog mains want to lose the On-hit AD kog for it ? I think that would be the price and Riot wants to stop dividing a champion playerbase in two due to what happened with

No kog should be on hit and only on hit. Also Kai'Sa and corki are both ap.
Kog is supposed to be focused around attack speed nothing else.
was built mainly AP before it was nerfed. She still gets Zhonyas sometimes and is able to benefit on all of it.
was a hybrid before that got nerfed.
Technically, he deals mostly AP and even gets Sorc Boots and Void Staff.
But the main thing was mainly that he could waveclear too safely for a champion that could scale into the game so well. Even Ezreal could only slow clear, and gave up tempo. More AP on W would have to be compensated by less on E to manage that subsystem.
