Hey i dont know if this is good enough in Riot games mind, but i sat down and thought about this idea, so I'll be trying to explain as good as i can what my idea is for this champ. (Ps my english is not good at all) What i had in mind was a kind of Steampunk'ish thief not like you have seen in dishonored and such, but a Gentelman from piltover. Ive had his Visuals in mind but in not the best to draw but i would imagined him to be Handsome, Have a tophat, Goggels, And black hair, blue eyes and an scar down his left side of the lips (Kinda like ezio in AC) and tucked sleeves (I'll explain later;) ), two daggers(One yellow one blue), And some gadgets fasten on his back. Well that was the visuals lets move on to skills. (Passive under pressure)if a enemy champ uses basic attack on him 2 times his attack speed will increase and the attack speed will be there till his out of combat. Q (Pickpocket) Gains 25% movement speed for 2 seconds and if his next attack hits within 4 seconds he will silence the enemy for 2 seconds. W (Goggels) He will use his goggels and reveal a large area(even stealthed units) E (Knife Throw) knife throw is like 
E with the you can stack up with two.He throws his knife at a enemy causing () damage and that will cause a bleed effect lasting 2.5 seconds and a stack effect lasting 5 seconds, the stack effect would be yellow first and blue at the second knife and if he uses E again his knifes will return and the bleed damage would get doubled. His left arm wil become yellow and the other one blue and the shape of the arms will be like what is in the picture) When R is turned on he gets new abilities his Q will be a singel target ability with him dashing through an enemy minion or champion dealing () damage W is also a singel target making them airborn from a range E the E is almost the same just that its a passive so for every third basic it will cause double the damage. now that we are done with that i just want to say the lore is something i dont want to just come in and change with that and that like this cahmp was vel'koz's best bud or born on the shadow isle so dont know about lore.
