Scraps, the Junyard of Zaun/Undertow, the Marooned
I had these ideas a while back. One was for a champion that was basically a walking pile of garbage and spare parts who could alternatively raise and lower his defense or attack/ability power.
NAME: "Scraps" - the Junkyard of Zaun Passive: Recycle Refuse - Scraps gains stacks of refuse over time, which grant him bonus armor and magic resist. Whenever a champion near him is struck by an ability from another champion, the stacks are gained faster. He can also gain stacks from killing minions with autoattacks. Scraps loses stacks each time he uses an ability or is struck by enemy champion's ability.
Q - Old Junk- Spends a stack to increase his range while losing a small amount of attack damage. Each stack he uses grants more range but deals less damage. Scraps also reduces his armor as he uses up stacks but gains magic resistance.
W- Rotting Compost- Spends a stack to deal magic damage in an area, which slows enemies. Each stack he uses grants a longer slow and more magic damage, but also lowers his magic resist while raising armor.
E- Spare Parts- Spends a stack to block the next incoming enemy ability. If blocked, a percentage of that ability's damage is returned as true damage and Scraps heals for a small amount. Scraps can only cast this once before it goes on cooldown.
R- The Kitchen Sink (Ultimate) - Scraps depletes all current stacks to drop a giant kitchen sink at a target area in a limited range. Champions in the center of Kitchen Sink's area are stunned and take heavy damage. Those near the outer edge take much less damage, but have their armor and magic resist greatly reduced. Damage is increased based on the number of stacks used when the ability is cast.
Lore: So many centuries of discarding broken and depleted hextech, chemicals, and other garbage eventually allowed a portion of Zaun's junkyard to become sentient. Attempts to stop the creature were in vain, because he merely absorbed all the broken gear and equipment used to try to capture him. Eventually a cooperative effort between Piltover and Zaun, led by Heimerdinger, resulted in Scraps's capture, and he was brought to the Institute of War, where he now fights.
Here's the other one, a counterpart/enemy to Gangplank:
"Undertow" - the Marooned Passive: Mana Thirst - Undertow gains a small bonus to movement speed when moving toward champions with mana. This bonus is minimal against champions with reduced or no mana. Hitting enemy champions with autoattacks gradually fills his own mana bar. At full mana, abilities are enhanced by "mana flood."
Q- Forty Lashes! - Uses a small percentage of Undertow's health to strike all targets in a line and deal magic damage. Enemy champions hit repeatedly by Lash attacks start to bleed, increasing in damage with successive hits. Mana Flood: The next hit with Lash deals true damage to enemies instead, and for a larger amount.
W- Swab the Deck! - Passive: Standing directly behind a friendly champion causes them to move and attack faster. Active: Costs health. All nearby allies move and attack faster for a few seconds. Mana Flood: Grants bonus magic resist to nearby friendly champions.
E- Bilge Rats! - Costs health to send a swarm of rats to a target area. Enemies walking through the area have their movement reduced and are dealt damage over time. If cast on an area containing a placed object (ward, trap, turret, obstruction, etc.) the object's effect is temporarily suppressed. Mana Flood: Heals Undertow while dealing damage. If cast on a placed object, the heal effect is doubled.
R- Mutiny! - A number of ghostly pirates (2/4/6 ghosts) appear suddenly near Undertow, and then spread out to attack nearby enemy champions caught in the area, dealing magic damage. Enemy champions can end the effect early and reduce damage taken by destroying all the ghosts. When the effect's timer completes, Undertow is slowed for a few seconds. Movement-impaired enemies caught in Mutiny's area when it's cast are dealt more damage. Ghosts may each be hit once with Lash to increase their attack speed. Mana Flood: Restores a percentage of all ally champions' max mana, and increases the number of summoned ghosts by 50% (3/6/9 ghosts).
The lore behind this guy, I imagine, would make him Gangplank's first mate on their ship. Undertow was marooned by Captain Gangplank on a deserted island after staging an unsuccessful mutiny. On the island, Undertow discovered a wellspring of mana that he drank dry. The spring saved him and gave him new powers, which he used to escape the island with his now-dead shipmates. Now he seeks revenge against his former captain.
