First off it's just an idea there will be flaws. I know it will sound a little crazy but in order to under stand you have to read it all the way through. Fill feel to give feedback.

Name - Salacree - The Swift Hand

Backstory - demon, maybe a rough darkin that learned how to look normal. maybe some tie ins with like a deeper story into annies power. something that wasnt explained. or before that there was i deal or magic done involving the character that led to her power.

Champion Visual: Think along the lines of the crappy "Force Unleashed 2" weapon style swords held opposite way with blade still facing away from body. Blade is only on one side of the swords. Stance would be kind of a ready to pounce look almost. Champ is meant to be a tank. The more I thought about this the more i was leaning toward a demon concept with some navy blues, oranges and reds. which seems a little odd but would still work out or you could go the lazy way and make another darkin.

(side note: names for abilities are stupid and made up)

Passive - Now to really enforce tank play with this champ has his passive as the nerfing tool. He converts 70% of damage to his tank-ability. I.e. AP = magic resist, ad = armor, and attack speed = health. This is essentially suppose to take away from him ever being an assassin. the 70 percent he loses from whatever he gets so lets say he gets a 100ap item he only gets truly 30 ap from it.

First Ability - Trapping Blades - Essentially it would look like two Diana q's coming from both, but when they meet in the middle they shoot back to the champ. Range is also same concept as a Diana Q. Also when they meet in the middle, if a champ is in the small area it locks them down momentarily. If said action happens you can reactivate and dash to the other side of them, dealing so damage and if around 3% health it will exacute, the initial shot when it hits a champ cannot kill them and mark them (reason will be explained in second ability). The mark can only target one champ.

Second Ability - In'n'Out - Pretty much ghost walkers (the boots ability concept) you can activate to blink into an area (within reason like a leblanc w) and either stay there or jump back out to the spot you chose. now here's where the mark comes into play if you mark a champ before or after you first use this ability (mark is only applied after you dash through target), you take them back with you to said location. You can make and use your first activation of the second ability to move them. when you go to move a champ there will be a slight delay (with a VFX of like a laugh or something)

Third Ability - I Love Mobility - like aatroxs little dash but larger. cannot go through walls, champs, or minions. if you run into one of them before you reach said target spot you cause damage. cooldown is very high for this.

Ult Ability - Ripple Effect - slow moving nautilus e with a very slight knock up (like aatrox q) coming from where you activate it at. This is where the third ability or second would come into play. making them easier to work with

Why this skill set? the champ is meant to be an a pick/ initiator. the enemy champ that wont leave towers range or you are pressured under tower most of the game, this is the answer. I'm sorry to all the nasus, tryndamere, heimer, and whatever else farm heavy champs and to all the freezing the wave players. This pretty much gives some counter play to that style of play. plus if you are always getting marked and don't have vision you never know if a gank is imminent. essentially promoting more ward placement.

Hmmm... I think rather than having a passive to enforce tankiness, look at a passive to Encourage tankiness. Percent health shield, armor and MR ratios. Think Galio or poppy. They COULD go ad, but it’s not what their balanced around and it isn’t very good. They thrive off of tankiness instead.

I’m guessing this is based off of a reverse Pyke passive? The reason Pyke has that passive is he is designed with an execute. A supper tanky Champion that can stun, execute, and recover is a broken kit. To limit this, they made it so it’s impossible, since otherwise the concept of a support assassin would fall flat.

I love you Q ability. It has a very good vibe for a tank. Being able to warp them back might be a bit overpowered since you can warp forward, Q at point blank range, then drag them back. That’s almost like Skarner Ult with teleportation. Perhaps a better version is that with a mini Elkins Ult. No teleport forward, but you can warp back to where you were 2 seconds ago, dragging someon with you. Would then combo with the dash you have have on your third ability, except then you can buff the dash with some extra power.

Here’s how I envision a play like this going: your looking for the engage, and you have your opening, you dash forward and activate your Ult. While their knocked up, you reposition and land your Q, rooting and marking 1-2 targets, then warp back th one you want your team to burst down.

Or you take them back over whatever wall you came over, leaving them there, before dashing back over the same wall to help your team.
