Trading and how it could be implemented

I know that in many multiplayer games now-a-days, trading what you own for something else that another player owns is very common. Personally, with me and my group of friends, we would love to trade certain skin shards to each other based primarily with what champions we play. Obviously this would be very hard to perfect as to prevent rerolling.

On various games, rerolling is the creation of a new account, gaining the free rewards and introductory materials to transfer it over to a main account. With League of Legends, this process can be done if trading isn't "unlocked", and I will get to that. With the creation of a new account, a free hextech introductory chest and key is provided, and if you only own one champion, you are guaranteed a skin for that champion since it's the only one you own. Repeat this over and over until you get the skin you want, and you would trade it over to your main account for a free skin, as long as you have time. This will not be a good and healthy way to have a trading system in League of Legends.

In order for League of Legends to have a healthy trading mechanism, it must be "unlocked". The account must meet very specific requirements in order to unlock it, so rerolling would be exponentially harder to achieve, since it could theoretically never be removed. These requirements could be along the lines of, "The account has to be level 30, the account has to be ranked, the account must have over 250 games played on it, etc." These requirements wouldn't have a downside, as most players of the League of Legends community already meet specifications like that. Rank doesn't matter, and the games played wouldn't have to be 250 wins or 250 losses, just in total.

That is the concept for trading, and tell me what you think could be done about this and your thoughts. I'd personally LOVE for this to be a new feature in League of Legends. Thanks for reading!
