Why isn't Aphelios classified as a specialist

I read that Aphelios is classified as a marksman, but considering that he would be able to swap between weapons, why isn't he a specialist?

This is not Heroes of the storm. Also, not even Heroes of the storm has specialist role for long.

Just cause he can use different weapons doesn't make him NOT a marksmen. We aren't even positive on what all those weapons are yet.
