Fizz Rework!

Alright you all know of the champion called Fizzzzzzzzzzzz. UHHHHHHHHHH i hate Fizz (i'm level 5 with him tho so). Fizz has one of the worst passives in the game, GAIN THE ABILITY TO WALK INSIDE OF PEOPLE WOW!!!!!!!!!! Also aids! AND jump on stick and dodge ever ability and escape CLOGLE CLOGLE CLOGLE. So the fizz rework is in action!

Passive: Piercing Assault: Fizz's basic attacks can strike more then one enemy, going through the main enemy hit and damaging the first unit behind them. Additionally, if Fizz hits more than one enemy his ability cooldowns are reduced by 5%.

Q: Sea Stone Trident: PASSIVE: Fizz's basic attacks and spells rend his target, dealing 10/20/30/40/50 (+45% AP) magic damage over 2 seconds, capped against minions and monsters.

ACTIVE: Fizz leaps to target area dealing 60/120/160/220/270 (+50% AP) magic damage to all enemies hit within a 300. If an enemy is hit by Fizz's Trident (Which is in the center of the the ability) they are stunned for 0.25/0.5/0.75/1/1.25 seconds.

Mana Cost: 60/70/80/90/100 CD: 18/16/14/12/10 seconds Range: 400 units Ability Type: Target Area

W: Urchin Strike: Fizz dashes through a target enemy unit, dealing 100% AD physical damage plus 50/60/80/110/130 (+30% AP) magic damage. The physical damage applies on-hit effects and the magic damage applies spell effects. This ability does double damage to units with Sea Stone Tridents passive effect and also slows them by 20/30/40/40/40% decaying over 2 seconds.

Mana Cost: 50/55/60/65/70 CD: 10/8/6/6/5 Range: 525 units Ability Type: Targeted

E: Nimble Trickster: Fizz's trident begins to glow empowering Fizz's next basic attack, dealing 150% damage. After landing the attack Fizz nimbly leaps up becoming untargetable for 0.25/0.5/0.75/1/1 second(s). Any projectiles blocked are shot back in the direction they were fired in dealing 25% less damage.

Mana Cost: 100 at all ranks CD: 14/13/12/11/9 seconds Range: 125 Ability Type: Activate

R: Chum the Waters: PASSIVE: While Fizz is out of combat for at least 15 seconds his shark will come out of the earth to allow Fizz to ride for an extra 50% bonus movement speed, when Fizz enters combat again his shark attacks the first enemy it sees dealing 150% of Fizz's attack damage. After this attack his shark goes back into the earth.

Fizz throws a fish in a line that binds itself onto the first enemy champion it hits, slowing them by 50/60/70% for 1.5 seconds. After 1.5 seconds, a shark comes out from the earth to eat the fish dealing 200/325/400 magic damage (+45% AP) , regardless of its position. Enemies hit are dealt magic damage and are slowed for 1.5 seconds afterwards. If a champion has the fish attached to them, the shark knocks them up for 1 second. Other nearby enemies are knocked away instead. The fish provides true sight of its area of effect, and stays at the location it was thrown to until it binds to an enemy champion or is eaten.
