Katarina, Xin and Riven (platinum blonde hair girl) on Ziggs's splashart.
Orianna and Nidalee on Lee Sin's splashart.
Aatrox and Garen on Graves's splashart.
Ezreal and Janna on Leona's splashart.
There's also Taric in Leona's splashart. But, I don't think all of these skins would get a pool party themed skin. Maybe 1 or 2 more, but that's maximum. Pool party skins for champs like Taric & Ezreal wouldn't really change anything I can think of.
