Riot: would you ever consider giving reworked champions skins based on their old look?

I was playing Gangplank in a friendly 1v1 few days ago and the only skin i have is "Captain Gangplank" based on his old design.

It just made me think: "Why not make new skins based on old champions that got a visual rework."

Obviously don't turn the reworked champions into the actual old models but make a whole new skin that has clothes or accessories that came from the original versions.

But another two questions comes up for this if Riot does do this: Will these skins be 520 or 750rp? or will these be exclusive to players who have accounts existing before each champion rework date?

The latter would suck for me since I main Twitch and I started league about 3 months after his visual rework.
