It's basically just turning his ultimate into a more logically consistent version of Aatrox E with higher damage/duration. It's not so much a rework as a complete nerf to his short range damage.
That looks just like a damage nerf and also making it dodgeable so people can cheese him in melee range. (plus its uncancelable)

Apart from making a low mobility mage even weaker to close champions, wouldn't this ability also clash with his visuals?
