Option to vote for re-queue?

As a player who is in the Bronze/Silver elo, I run into countless situations in champion select where a teammate intentionally chooses to sabotage the rest of the team. Sometimes they'll pick a champion that they know won't work with the team comp; other times they'll say outright that they intend to intentionally feed. All of that being said, there should be an escape from those situations without penalty. With all of that being said, I'd like for Riot to implement an option for the team to vote for a re-queue. For example, if three of the other 4 players in the lobby agree to re-queue, then the group will be disbanded and everyone will be put back into a queue for a game. It's not fair for a player to be punished for wanting a pleasant gaming experience. The amount of times per day that I personally run into spiteful players is ridiculously high and so far Riot hasn't acknowledged that the issue exists.
