This would be better as a Gnar skin where he is Totodile and his mega Gnar would be the Feraligatr. It could be like Atlantean Gnar or something if they slapped some gold stuff on it.
The reason there's no pokemon related things in LoL is because they'd get sued by Game Freak/Nintendo
