Custom skins made by players

Hello, I love the skins that Riot implement, But I feel like that Creating your own skin and having everyone else see it would be amazing. It would take art in this game to a new whole level. You (Riot) would be the first company to ever implement custom skins that the community could make AND download for use in the game and everyone could see them(the skins). People that love art would also benefit by showing their skills.
