Forecast Veigar

While in the shower (#showerthoughts) I thought up a new skin for Veigar; Forecast Veigar!

His Q could be a sunny weather icon such as this with a trail of sunlight following it. His W could be a dark cloud forming over the area, forming a shadow over the AoE. After the delay, it sends down a lightning bolt to fry enemies with a burst of huge damage! Veigar's E could be a low pressure zone icon with arrows circling around it. After the delay is finished, a wall of rain and clouds would encircle the low pressure zone, acting as the walls. Finally, his ult would be a hurricane icon that, when reaching the target, turns into a full on hurricane, dealing massive damage to the target.

A nice recall would be a camera popping up in front of him and Veigar attempting to speak, but the camera keeps tilting, so he continues to readjust it. Finally, when the recall is almost over, he gives up and just destroys the thing.

Any thoughts?

His staff/wand could also be a little microphone or an umbrella like Janna.
