Baltas, the Stargazer

At one point in history, it was believed that each star in the sky was a soul. They thought of shooting stars as new souls getting into their place in the sky. Many people prayed and worshiped the stars, hoping that some day, they might join them. Skeptics refused to accept the possibility, and searched for any evidence that this fairy tale could hold truth. Baltas, an elderly man was among these skeptics, yet he had a different goal behind his research. Many years before his interest in the stars, he lost his wife, whom he had loved dearly since childhood. As he looked up at the bright specks, though he didn't believe it, he hoped one day he would see something to prove the legend was true and know that he might find his beloved somewhere in the universe.

Tired of having no answers, Baltas thought of another way to find the truth. A brilliant inventor made him goggles that would link with his eyes and make them see better than even his telescopes by launching beams of light from within them, so that he didn't have to sit at one for the rest of his life. Assembling the goggles, the inventor warned him, "These enhancement goggles will never be able to be removed after I complete this, are you positive this is what you desire?" Baltas nodded and in short time, he could see everything. From the smallest particles to the most distant reaches of the universe, Baltas could search for his lost love.

Many years passed as Baltas lived a lonely, agonizing life. He had nothing left, his wife was gone, he wandered the world without a home, without anything but his search. As he lay down on a desert floor to sleep, he scanned a new area of the sky, finally, he thought he might have seen his wife's star. His mouth gaped open as he inspected closer to be certain. Before seeing any sign of proof, Baltas' body gave out after a long life. It lay there on the cold ground for days without anyone passing by. Many days later, decomposition began. Rotting away was the last thing on his mind when he began his search, and now there is nothing he can do about it. As his face began to peel, the skin around his eyes refused to go. The goggles were keeping his eyes from decomposing. Baltas' body rose from the ground and floated, completely by the force of the goggles.

Baltas lost himself when he was resurrected, his memories were gone and all that did remain was a fascination with the stars.

Primary Role: Marksman Secondary Role: Mage

Passive - Enhanced Vision - Baltas' goggles allow him to see over a single wall in his sight radius. In addition, consecutive auto attacks against the same target will increase his attack range slightly to a maximum.

Q - Illuminate - Baltas quickly sends out a long range beam of light from his goggles which as dim at first and slows any target within the wide beam, and then brightens and deals three ticks of damage for 2 seconds. Scales with AD.

W - Observe - Passive: Baltas sizes up his opponent and learns about their cellular structure, causing him to be able to find their weakness and exploit it. Basic attacks against higher health enemies will do slightly more damage. Baltas gains stacks of observe for the active portion.

Active: Baltas notices slight movements in his enemies when they are about to attack. Activating this ability will cause an empowered basic attack to strike an opponent who just attacked Baltas. Can hold three stacks at a time, which are gained after ten seconds, and can only be activated directly after an enemy auto attack hits Baltas.

E - Leer - Baltas' undead eyes cause his enemy to slow their attack speed for .60/.70/.80/.90/1 second.

R - Gaze - Baltas uses his goggles to see all that he can on the rift, allowing him to know when an enemy is low health and teleport to their location immediately, stunning them. Baltas will teleport to the enemy champion with the lowest maximum health percentage. Not reactivating this ability will reveal that champion on the mini-map for a short time.

Appearance : Baltas should look like a mix between Karthus (floating, decayed), Heimerdinger (goggles), and Zilean (oldness). His goggles will be shifting around all the time and much bigger than Heimerdinger's.

Other Notes :

• His auto attacks will come from his goggles, being little beams of light.
• Good 1v1 adc
• Has emotes with Heimer and anyone involved with his inventions i.e. Viktor, Blitz, Corki, etc.
• I just like the idea of an adc who doesn't use a handheld weapon as their auto attack source.... or their mouth...
• Uhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhh noodles
