Hecarim should be able to buy two pairs of boots.

Why can't Hecarim buy two pairs of boots? I get it, one pair of boots is meta, but you are offering up one of your six spots for items, why not have two boots and it would help Hecarim with his already standing passive of how fast he goes the more damage he does.
