Champion Idea: Mercer, The Heavy Weapons Specialist
DESCRIPTION
Shawn Mercer is a durable ranged attack damage carry designed to excel in sieges and extended fights at the cost of mobility and dueling power. Unlike other AD Carries in League of Legends, Mercer has two sets of abilities, gaining a new set of abilities when his ultimate is active, similar to Jayce or Elise. What separates Mercer from Jayce or Elise is that he does not change from ranged to melee when activating his ultimate. Instead his ultimate, Emplacement, creates an immobile turret on the ground that is manned by Mercer, allowing him to unleash high amounts of sustained damage so long as he has mana. Yet while able to deal heavy damage with his ultimate, Mercer sports a weak laning phase and vulnerability when caught out due to his lack of natural escapes. One mistake can cost Mercer dearly, but he doesn't just risk losing his life. Poorly placing his ultimate could force him to abandon his turret in order to survive, and while doing so might allow Mercer to live, he cannot use his ultimate again until he gets it back or dies. This creates a unique situation where his ultimate can become an objective, where team fights can be completely revolved around getting his turret back. Designed to poke teams down from distance and force them off of objectives, Mercer is a high risk/high reward champion that greatly rewards players for good positioning and brutally punishes players for making a mistake.
LORE
Born in the slums of Noxus, Mercer had an incredibly rough life growing up, often relying on stealing food in order to eat. He was in many fights during his youth, and after recovering from a particularly brutal beating at the hands of a child named Darius, Mercer became adamant that he would never lose a fight again. Deciding he needed to become stronger, Mercer devoted himself to honing his physical strength. By the time he turned 16, Mercer was in the shape of his life, a physical specimen that not many could match. Joining the Noxian army, Mercer quickly proved himself to be superior to all but one of his comrades. However, this was not acknowledged by the military leaders of Noxus until a crucial battle against Demacia. It was in this battle that Darius, soon to be the Hand of Noxus, created his legacy. Watching Darius execute his commander, who had called for a retreat, inspired something deep within Mercer, who fought with newfound vigor and passion. Ultimately, Noxus came out victorious, and, having shown his worth during the battle, Mercer was appointed by Darius as his right hand man.
The two reeked carnage on the battlefield wherever they went, and a bond known only by soldiers was created between them. When Darius was given a new weapon by Jericho Swain and told to test its worth on the battlefield, Darius gave the weapon to Mercer so that he could test it instead. Created by Piltover scientists who had deserted to Noxus, the massive gun quickly became Mercers' claim to fame. The fearsome weapon cut through even the most hardened of armor, and combined with Darius' melee prowess, the two tore through anyone standing in their way. When Darius was called to represent Noxus in the League of Legends, he knew that it was only a matter of time until Mercer got the call as well.

Mercers' preparation allows him to stay on the battlefield longer than others, granting him mana regeneration based off of his Bonus Attack Damage.

Q: Noob Tube/RPG
Noob Tube: Mercers' assault rifle has an attached grenade launcher under the barrel, allowing him to shoot a grenade at a target area, damaging and slightly knocking back all enemy units hit by the blast.

RPG: Mercers' turret has a rocket launcher attached to it, which Mercer can use to fire a rocket propelled grenade at his enemies. The RPG is fired in a straight line, its path determined by where he is aiming the turret at the time he fires it. The rocket explodes either on impact with an enemy or after a certain range, dealing a large amount of physical damage to anything hit by the explosion radius.

W: Adrenaline/Armor Piercing Shells
Adrenaline: Mercer thrives in combat, gaining a base attack speed boost as well as increased attack speed the longer he's in combat.
Passive Attack Speed: 10/15/20/25/30% Maximum Attack Speed Bonus: 20/30/40/50/60% Time in Combat Until Maximum Bonus: 5 seconds
Armor Piercing Shells: Mercers' turret fires armor piercing shells that ignore a base amount of a targets armor on impact.
Passive Armor Penetration: 5/10/15/20/25%
E: Duck and Cover/Strategic Withdrawal
Duck and Cover: Mercer crouches, making himself a smaller target to enemies. He gains increased defensive stats but loses movement speed while crouching.
Armor and Magic Resist Gained While Toggled: 10/15/20/25/30 Movement Speed Lost While Toggled: 15%
Strategic Withdrawal: Mercer knows when the battle is lost and abandons his turret, gaining a large movement speed buff for a short time during his retreat. Mercer is unable to activate his ultimate until he goes back to his turret, either activating Retreat again to begin firing it or activating Pack It Up in order to put it on his back. If Mercer is killed, he will respawn with his turret.
Movement Speed Gained When Activated: 5/10/15/20/25% (Degrades at 5% per Second until gone)
R: Emplacement/Pack It Up
Emplacement: Mercer places his turret at his current location, becoming rooted in place but gaining access to his turret abilities and also opening fire on the enemy. While activated, Mercers' turret fires 4 bullets per second while using increasing mana every second. The player can aim where Mercer shoots using the mouse, (think Sion ult), though Mercers' turret can only rotate a maximum of 180 degrees. Emplacement has a 1.5 second channel time while Mercer sets up his turret.
Set Up Time: 1.5 second channel Fire Rate: 4 Bullets per Second Damage per Bullet: 50/70/90 (+.5 Bonus AD)(+200% Damage to Minions) Mana Cost: 30 Initial Mana Cost per Second. Emplacement costs an additional 5 mana every second (For example, starting cost is 30, the next second costs 35, the next 40, and so and so forth) Range: 1200/1600/2000
Pack It Up: Mercer puts his turret back into its box and places it onto his back, gaining access to his regular abilities and gaining a small movement speed boost for a short time. Pack It Up has a 1.5 second channel time while Mercer packs up his turret.
