I think panth's spear should be a skilshot just to make him less of a lane bully.

In fairness, he IS designed to be a lane bully, and falls off quickly if he doesn't do well in lane. He'd need a buff elsewhere to compensate for the loss of his only ranged harass.
His Q is balanced by the fact that his mana will quickly run out if he uses it too much. Build armor and/or sustain early and whatch him either be useless or roam for kills allowing you to take his tower.
