Way's for newer dedicated players to unlock every skin

I believe there should be a system implemented for players who truly love League of Legends to unlock every skin in the game even if they just started in S7 or 8. I believe a specialty store should exist and it should open once a year like an event. It'll have things like Rusty Blitz but instead of its original 520 price say up it to 1350 so the people who originally have it don't feel as if they are getting the short end of the stick to say. I believe that if a player is currently gold rank or higher when the specialty store comes out they should be able to purchase the victorious skin for the same price as an ultimate skin as well. I say this as a player who hasn't really been able to play the game properly up untill this season due to PC and internet lacking on my part but iv stuck with this game through and through to unlock every currently available skin through the shop and hextech crafting and now that I can finally play properly hit gold already. I am sure alot of dedicated fans would love this system being implemented because alot of people don't go for buying every skin since they know they can't get them all due to these limitations and more people would be encouraged to purchase every skin so this is a win win for everyone players get a better over all experience and Riot will get more money flowing through, and best of all it shouldn't make the old community of league players who got those skins from being there from the start feel like they are getting a bad deal for what they got any feed back would be appreciated :D
