Why no taric update.
i don't understand why they haven't at least gave him a texture update or something.

There's a big update coming for him, so we have to wait patiently.
Why no Taric update?
It is truly...
They don't want to visually update him and have his current lackluster (geddit?) kit and such, and then drop the kit later and have to update him again.

A TU on Taric would be a waste
They were gathering ideas for him not long ago with those several threads that riot posted. So he's on the way, just not quite there yet.
But there was already a discussion (on these boards) hosted by IronStylus regarding Tarics identity and symbolism. There was also one for Poppy recently. According to the Champion update schedule, she's next in the pipeline for a rework after Tristana (who has been seeing some changes on the PBE along with Alistars VU)
And a while back, there was a discussion on what Sion should be, which happened before his rework.

Because they are currently in ideation about Taric. IronStylus had collected information and now they are probably brainstorming what exactly to do with all of the collected data. I'd recommend making a post on story & art, or waiting until IronStylus does again. He seems to be the one spearheading his new design.
Just remember, this started late late 2014, so there is a long way to go on Taric. He is going to be a near Sion level relaunch (slightly smaller scale) so it's going to take a while for them to finish it.
Whatever they do, Dazzle needs to charm when Radiance/[insert buff or skill here] is active.

RiotScruffy just teased that Taric is one of the updates that are closer to completion than the others, so my guess is that, because they're closer to finishing, they want to release the whole update as one package. Texture updates were more placeholder updates when they didn't/weren't going to have the chance to do a full VU on a champion
