Project skins release date?

Hi, Next weekend its my brothers birthday and i wondered if those projects skins be availabe at that point, so i could get him a gift. any1 who knows more? thanks

Once First Strike ends (9/15 23:59 PDT), new PROJECT skins will be deactivated in the League of Legends store until 9/17 to ensure that First Strike unlocks are redeemed properly. On 9/17 00:01 PDT, PROJECT: Fiora, PROJECT: Zed, PROJECT: Lucian, and PROJECT: Leona will be available for 975 RP until 9/24 23:59 PDT (and 1350 RP again after that).

They don't specify an exact time on the 8th.

Which can mean two things.

They are going to activate the skins at the crack of midnight on the 7th
They will activate the skins at some random point during the day.

My pessimism tells me it's #2.

It is 3:15 pm here on the east coast and they ARE STILL NOT HERE! I checked this morning before school to see if they were here and was hoping that they would be here after school. Now it is after school and they are still not here :(((((((((((
