So, there's a fair few things wrong with this concept...First, would be the name/title; Zaun is an industrial city, with champions like Dr. Mundo, Twitch, Singed, Ekko and Viktor hailing from there. I doubt Zaun has a Queen, rather it probably has some sort of political system led by large-scale corporations. Second, only her ultimate has a cost, which doesn't really make sense, and the ultimate ability itself doesn't really make sense...It seems kind of like Yi's Alpha Strike alongside Sivir's On The Hunt? Plus, the flat damage per level is huge for such a low cost, as well as the %health damage being obscene when built (Sterak's Gage, Titanic Hydra, Sunfire Cape, Warmog's Armor...) making her a heavy hitter, plus a taunt disabling opponents for a precious second to try and recuperate...

Also, what is even Forge of the Mace? That makes no sense for an empowering ability used on a sword...And the same goes for Commanding the Valiant and Raging Cry of the Courageous, they don't really make sense. The abilities and their names don't connect. If it's Raging Cry of the Courageous, (which, by the way, is a ridiculously long ability name), why is it a leap ability, and not a battle-cry? Why not just name it "Crushing Bound"? And the E's description implies Commanding the Valiant can be activated...But it just looks like a passive ability? You didn't say "at 100 stacks she can consume them to gain x/y/etc.", you just said "at 100 stacks she gains health and her abilities scale off of 40% health", which, again, is kind of ridiculous a number to use when it comes to %health related damage. And the same thing goes for Sword of Might, the name and ability don't match up. If it's Sword of Might, it would have to do with attacks or swordsmanship or something, not a blessing. Which...Again, doesn't match up with anything related to Zaun.

As cool as the idea for the passive is, your concept is way out all over the place, with mismatched abilities with really far-off names, no attention to the themes of the location you're saying the character comes from...I can't even begin to think of ways to fix things.
